Residential Care Facility Advisory Council
Overview
The Residential Care Facility Advisory Council (Advisory Council), created by OLSE in April 2025, is an informal stakeholder advisory group focused on leveraging members’ subject matter expertise in the residential care facility (RCF) operations and their impact in the RCF industry.
The Advisory Council was established with the primary goal of advancing labor standards awareness and compliance of residential care facilities within Santa Clara County.
Through participation from a diverse group of stakeholders and collaboration with local, state and federal agencies, the Advisory Council aims to actively engage and support OLSE’s efforts to improve RCF working conditions within Santa Clara County through constructive discussions and activities such as:
Inform and advise OLSE from a variety of stakeholder perspectives, including RCF employees, employee advocates, owners, managers, and industry or consumer representatives.
Advise OLSE regarding its outreach and education to the RCF industry throughout Santa Clara County.
Research and identify labor standard best practices relevant or specific to RCFs.
Advise OLSE on methods to prioritize outreach and education on issues like immigration, human trafficking, health and safety, retaliation, wage theft, sexual harassment, and violence in the workplace as they pertain to RCFs and RCF workers.
The Office of Labor Standards Enforcement of the County of Santa Clara invites applications for membership on its Residential Care Facility Advisory Council by August 1, 2025.
